what we'd be looking at is reconnaisance and gathering information at key points during the development of the united earth, to find the right time/place to make changes. personally i'm going to look into the development of cloning, but that's still in the planning stages.
your own missions look like they were well done. to get a decisive result i think you'd need something dramatic to ensure public opinion remains completely against chemical weaponry, or to offer a viable alternative to it.
